  2. … but funds are still not forthcomingOn Monday last, President Bharrat Jagdeo revealed another draft for his Low Carbon Development Strategy (LCDS). Two days later he jetted off to Oslo, Norway,Adidas Superstar Shoes For Women, where a $4B US fund was signed into existence for the implementation of Reducing Emissions from Deforestation and Degradation (REDD+) initiatives. Before President Jagdeo left, he spoke of how the first installment of monies from Norway would be spent. In fact,Nike Epic React Flyknit For Sale, he even looked at allocation of the next two years’ worth of funds. What the President did not address was the fact that the Guyana REDD Implementation Fund (GRIF) has yet to be established.According to the Joint Concept note signed between Guyana and Norway last November, receipt of the funds from Norway is contingent on the establishment of the GRIF.The Joint Concept note states “The contributions to Guyana’s REDD-plus/LCDS from Norway and other contributors, including the FCPF, will be administered in a transparent manner. Information concerning all expenditures, both planned and implemented, will be publicly available. The Guyana REDD-plus Investment Fund (GRIF) will be a multi-donor financial mechanism managed by a reputable international organisation. The organisation will be jointly selected by the participants. The GRIF must be operational before any contributions can be disbursed from Norway. The GRIF will channel REDD-plus financial support from Norway and other potential donors to the implementation of Guyana’s LCDS.”Norway,Adidas Shoes On Sale Clearance, however, continues to forge ahead with their efforts to curb deforestation globally. On Wednesday last it signed a Letter of Intent with the Government of Indonesia to the tune of $1B. The rationale behind this decision being that Indonesia is home to the third largest spread of rainforest outside of Brazil and the Congo. The outline of that agreement is similar to the one between the Norwegians and Guyana. There are publicly announced ‘commitments’ of money that will be invested but the country has to meet certain conditions before they can access the funds. The Indonesians must first engage in capacity building and establishing a body with the requisite authority to implement the programme. Then they must launch a pilot programme whose location is to be jointly decided with Norway. Finally, the country must take the pilot programme national before the funds can start flowing. And they are also required to create a trust for the receipt and disbursement of funds. The US$1B is for a two-year halt to issuance of permits for forest destruction activities as Indonesia seeks to reduce emissions by 26 percent by 2020.In a similar vein,Nike Air Max 98 Tour Yellow, receipt of any monies by Guyana is also dependent on the country reaching certain benchmarks within a given time frame. According to a report posted on the LCDS website (www.lcds.gov.gy), Guyana met the first set of requirements at the end of 2009. Halfway into 2010, the independent verification required by Norway before the funds are released is still to be done.In a recent media report,Wholesale Air Max Tn, President Jagdeo was quoted as saying, “Once results in reducing carbon emissions are delivered, resources should be provided in a timely manner.” He went on to say that despite having met all of the first year conditions,Air Max 97 NZ, Guyana is still having “difficulties” accessing the funds. The report also gave the view of an official in the Norwegian Ministry of the Environment who noted that completion of the enabling activities will need to be independently verified and that any funds disbursed will be dependent on this evaluation. The official further added that the US$30M posited for this year is not a fixed sum.Meanwhile,Nike Shox Gravity, the Opposition has also noticed the reluctance of Norway to release the funds in question and they have their own take on the matter. Leader of the Opposition, Robert Corbin said at a press briefing on Friday last that, “We are not impressed with the arrangement which the Government seemed to have tied itself up with for the release of the funds through third party mechanisms … but the truth is that it is understandable why these countries want to behave like that. It is clear that they do not have confidence that the Jagdeo administration would fairly and effectively manage those resources without corruption or discrimination in the way it is utilised. And that is why … all those red tapes have been put in place.”

  3. The University of Guyana and the British High Commission have teamed up yet again in their efforts to make a Low Carbon Guyana a reality. In another crossover event that brings the abstract into reality,Air Max 97 Silver Womens, the two organizations staged a Private Sector Forum yesterday afternoon at Pegasus hotel. The subject of the forum was “Low Carbon – High Growth: Opportunities for the Private Sector.”Chaired by the Vice Chancellor of the University, Professor Lawrence Carrington,Air Max 97, the programme featured presenters who represented academia,Air Max 97, the energy and communications sectors and the investment arm of the Government.Professor Carrington pointed out that the media’s reporting over the last few months has looked at the Low Carbon Development from more than one perspective. He asserted that in the majority of cases the coverage has been under informed and strongly partisan. He also noted that “the focus is more on fallout issues rather than the other aspects of the development strategy. However the organizers of the forum have not forgotten these aspects and their focus is on showing the private sector that Low Carbon Development investment initiatives, though they may be long term in some cases, are not necessarily as risky as they appear.”Speaking on behalf of the British High Commission, Mr. Simon Bond, the acting High Commissioner told of the United Kingdom’s domestic action on climate change. He noted that the UK has been working on ‘de-carbonising’ their economy as they write carbon emission targets into law and they continue to press other European countries into meeting the standards for climate change mitigation as well.He noted that change means new opportunities, it does not mean less profits, just profits from different areas or as a result of different practices.Representing the University of Guyana, Director of the School of Earth and Environmental Sciences,Nike Roshe Run Sale Outlet, Dr. Paulette Bynoe looked at the Economics of Climate Change. She spoke on the reality of climate change and discussed the link between climate change and economic development. In her presentation, she looked at the fact that many of the drivers of climate change are a consequence of ‘development’ –among them industrialization and transport. These drivers, she said, then cause the extreme weather events such as hurricanes and flooding which in turn leads to aggregate damage.Repairing this damage and funding efforts to bring the cycle to a halt tends to take away funds from development bringing the issue full circle, Dr. Bynoe emphasised. She pointed out that global investment is US$1trillion per year to ‘solve’ the climate change problem.Dr. Bynoe also looked at the need for policy changes that will aid in adaption and mitigation of the current crisis. The members of the private sector were given a new perspective by the CEO of the Guyana Energy Agency, Mahender Sharma, on energy efficiency.Sharma looked at the energy needs and corresponding sources of energy production in the country. He took the opportunity to present real examples of energy efficient lights and the power consumption. The Guyana Energy Agency set up demonstrations of regular incandescent light bulbs versus compact fluorescent lamps or CFLs (energy savers) that allowed forum participants to measure the current being used by each set up with special ammeters and see for themselves which items used more energy. He noted that almost 30 percent of electricity charges were from lights. Most businesses tend to use Mercury Vapour Lamps for their outdoor lighting needs,Cheap Air Max Shoes, Sharma explained, and he suggested replacing these with CFLs.He presented the audience with a breakdown showing that replacing one lamp would result in savings of over $30,000 annually. It was also demonstrated that replacing four feet fluorescent T12 lamps with their smaller,Undefeated Air Max 97 For Sale, more energy efficient T8 cousins and replacing the traditional inductive ballasts with electronic ones would result in savings of $2,400 per year. The amount he said was not that impressive, but when one considers that the average business uses dozens of these lamps in their ceiling lighting panels,Nike Air Max Zero Black, the savings tend to add up.Sharma also pointed out additional areas where businesses could reduce costs and cut down their impact on the environment at the same time.Older electronics could be replaced with newer, more efficient models. Cathode Ray Tube (CRT) monitors could be replaced with Liquid Crystal Displays (LCDs) and desktop computers could be replaced with laptop computers. He also examined several alternative energy sources, one in particular being the biogas digester. According to Sharma, the average cow produces 20kg of manure in one night; a 17 cubic metre biogas digester needs between 80 to 100kg of manure per day.So with five cows a farmer can mix four buckets of manure and three buckets of water in the biogas digester to produce enough methane to cook for two families of five. The forum closed with the members of the private sector and the panelists engaging in private discussions on the information imparted at the event.
