Value-added and excise taxes are targeted to increase by 5.6 percent to $47.2 billion, due to higher VAT collections on both imports and domestic supplies consistent with projected increases in business activities.Sugar production is projected at 280,000. Singh said that this would be realised owing to the implementation of a turnaround plan that includes increased cultivation, returns to mechanisation and improvement in the conversion rate of sugar from cane.However, he said that achieving this target would also be dependent on favourable weather conditions and a stable industrial relations environment.Singh said that the government would pump a further $4.1 billion to complete all aspects of the Skeldon Sugar Modernisation Plant. In further spending for the education sector, $2.4 billion will go towards construction, maintenance and rehabilitation of dormitories and nursery, primary and secondary schools countrywide.The University of Guyana has been allocated over $700 million to run its Turkeyen and Berbice campuses. Added to that, the government has set aside $450 million for student loans.The health sector has been allocated $13.3 billion this year, with $1.4 billion of that going towards the construction, rehabilitation and maintenance of health facilities nationwide. This includes the new impatient facility at the Georgetown Public Hospital, the rehabilitation of the West Demerara Regional Hospital and the expansion of the Skeldon Hospital.An estimated $300 million is budgeted to be spent on enhancement of antenatal and child health programmes with specific focus on the prevention of maternal and infant mortality and on child nutrition.This year, $2.7 billion is slated to be spent to acquire drugs and medical supplies for the public health care system.For the housing sector, $2.8 billion is budgeted.
