The Chinese contractor of the US$150M Cheddi Jagan International Airport (CJIA) expansion says that while it is banned from participating in roads and bridge projects by the World Bank, there is nothing stopping it from being part of that (airport) works.According to China Harbour Engineering Company Limited (CHEC), Guyana has nothing to fear from the World Bank banning its parent company, China Communication Constructions Company Limited (CCCC) from certain projects,Cheap Authentic Soccer Jerseys, and that it is unaware of any issues it (CHEC) has that would cause Guyana to lose investments. The Chinese contractor of the US$150M CJIA expansion says that it is unaware of any issues it has that would cause Guyana to lose investments.“CHEC is also making clear that it knows of no issue arising from the matter between CCCC (China Communication Constructions Company Limited) and the World Bank that could result in Guyana losing investments if CHEC is allowed to construct the expansion of the airport in accordance with the existing agreement.”CHEC insisted that it has already made it clear that the company has never been involved in any activity which has attracted sanctions by the World Bank or any other international agency.CHEC made no mention of the fact that last year, Arafat ‘Koko’ Rahman,Jerseys Wholesale, a son of the former Prime Minister of Bangladesh, Khaleda Zia, was jailed in absentia for six years for laundering millions of dollars in bribes taken from CHEC.The statement also did not mention the fact that in November 2011,Cheap MLB Gear, former Chairman of the China’s Hebei Port Group, Huang Jianhua,Liverpool FC Store UK, was sentenced to death for taking bribes from the CHEC and its parent company, CCCC.In recent days, former President Bharrat Jagdeo had said that he was not against a review of that contract which was signed secretly in Jamaica last November, weeks before his two terms ended and before Guyana went to the polls to elect a new government.NOT AGAINSTThere are reports now that China’s Ambassador to Guyana, Yu Wenzhe, is not against a review of the contract by the Guyana government.According to CHEC, yesterday,Bvb Trikot Gnstig, the sanction against CCCC and its affiliates arose out of a matter dating back to 2002 with China Road and Bridge Corporation, which was taken over in 2005 by CCCC.“China Harbour practices stringent anti-corruption measures and rules which are a feature of employee and service provider contracts and which are in keeping with the stern and rigorous anti-corruption standards instituted by the Government of the People’s Republic of China for all businesses organized under Chinese law, including CHEC and CCCC.”CHEC also said that it has advanced technology, knowledge and capacity which enabled it to have successfully bid for and constructed the new international airport in Sudan at a value of US$100M; the US$100M airport project in Myanmar in the Middle East; the Chek Lap Kok Airport in Hong Kong, China; projects valued at US$879 million to carry out work on a new port of Qatar; and major Chinese port works including the Yangtze River Estuary Deepwater Channel Regulation Project, the Yantian Port close to Hong Kong, and the Waigaoqiao New Port.“These are just a few of the more than 600 complex engineering and construction projects successfully undertaken CHEC throughout the world bringing value to satisfied client institutions, governments and people,” CHEC said. The Chinese company also said that it is building a US$520M Cabello Port New Container Wharf Project and is in discussions for the US$460M Maritime Terminal of the Moron Petrochemical Complex.UNWELCOMED SPOTLIGHTFollowing the secret signing of the multi-million-dollar contract to expand CJIA in November, CHEC was thrown into the spotlight recently when Jamaica’s regulator of government contracts, Office of the Contractor General, made bombshell revelations that the World Bank has banned CHEC and its parent company, CCCC, from taking part in any of its roads and bridge contracts until 2017.Guyana only learnt of the signing of the CJIA contract in Jamaica, through media reports carried in that country’s newspapers. The Contractor General, Greg Christie,Wholesale Shoes Free Shipping Worldwide, has been locked in a battle with the Jamaican government over a roads and highway contract that he insists was awarded in questionable circumstances. The objective of the move, he said,NFL Jerseys China, is to get private schools to adopt the curriculum used in the public schools. The Minister noted that in the public schools, the Grade Two and Four Assessments are being used as diagnostic tools to correct pupils’ weaknesses in literacy and numeracy and the intention is to have similar interventions at private schools. He also mentioned the introduction of the National Grade Four Certificate which will come on stream this year. That initiative aims to arrest pupils’ shortcomings in these two critical areas before they sit the National Grade Six Assessments (NGSA).A time will come when all pupils at the primary level both from the public and private schools will have to pass standard literacy and numeracy examinations in order to sit the NGSA, Baksh warned.Regarding the secondary level,NFL Jerseys Wholesale, the Minister said that though there have been encouraging improvements in Mathematics over the past three years, the performance has been below the other sister CARICOM states.Science results, though satisfactory, have been fluctuating over the past three years mainly because of a shortage of teachers. There is also a shortage of teachers for Mathematics. At the secondary level,Maglie Milan 2018/19, it is estimated that there are 70 university graduates in Mathematics and the Sciences, 80 from CPCE and 25 from the Caribbean Advance Proficiency Examinations (CAPE).These circumstances, Baksh explained, has given rise for the government to recruit overseas teachers. He also noted the need to improve the remuneration and working conditions of local teachers. The Ministry of Education disclosed that through NCERD, it has been taking several steps to address the teacher shortage in the two subject areas.“These include the introduction of an 18 month distance education programme for Mathematics and Science teachers who are not university graduates. The first batch of 15 Mathematics teachers graduated last year and 44 are currently enrolled.Thirty teachers are pursuing the Science progamme and are expected to graduate at the end of the year.”Students are also provided with textbooks recommended by the Caribbean Examinations Council (CXC) and model solutions to past CXC examination papers; schools were provided with copies of CXC in Focus DVDs covering 60 modules of the CXC Mathematics syllabus; and upgrading workshops are being held for teachers, particularly those at the low performing schools. In addition,Jerseys Wholesale, The Ministry of Education is aiming to have at least 50 per cent graduates in the system through the UG/CPCE Associate Degree in Education Programme.

  12. – Use of Wood as a Sustainable ‘green’ building materialBy Mohabir SinghTimber as an economic resource has never been used in an optimal way to maximize benefits to the Guyana Economy – GDP contribution, foreign exchange earnings and most importantly, in today’s context: addressing the scourge of high unemployment among our youths.Indeed, the World Bank Mission Report on British Guiana,Manchester United Jersey Online, 1953 (page 64) stated as follows: “The main objectives of the recommended programme (with respect to timber) are:I. To increase the output of lumber and wood products to meet the growing needs of the colony for development purposes.II. To intensify production for export, particularly in species not well known in world trade.III. To undertake a programme for long-range regeneration of exploited forestry areas.”It is well known that wood is a sustainable building material and a “green building material”. It has low embodied energy and low carbon impact.Embodied energy refers to the quantity of energy required to harvest, mine, manufacture and transport to the point of use, a material or product. Wood, a material that requires a minimum amount of energy based processing, has a low level of embodied energy relative to other materials used in construction, such as steel, concrete, aluminium or plastic. When a forest is burned, the carbon is released into our atmosphere (a ‘bad’ thing), but if the wood is converted into something that will never be burned, such as a piano, furniture or building materials (purchased from any saw-miller), then the carbon is sequestered (stored) forever.Indeed,Cheap Basketball Jerseys China, when wood is kiln-dried, carbon sequestration takes place and should be adopted in the production of all furniture and builders’ joinery, such as doors, flooring, moulding, etc, and its practice should be enforced in Guyana to ensure customers receive value for money. The performance of our Forest Sector relative to job creation for youths is vividly illustrated by the following:An extract from GFC’s Annual Review Information Report for the past five years:Year Volume(m3) of Logs Export Class 1 Category Percent (%) Loss of Jobs *2011 97,539 54,830 56.21 6,0862012 82,875 50,026 60.36 5,Basket Jordan Junior Soldes,5532013 76,616 77,730 58.33 4,Manchester City Store UK,9652014 138,502 80,331 58 8,9172015 109,221 62,256 57 6,910TOTAL: 504,699 295,173 32,431* Note: (1) Source of Job Loss Calculation: The Vincente Molinos Report, (Section 3.2, page 21), commissioned by the Guyana Government and submitted to the Ministry of Finance in 1995.We are confident that significant changes pertaining to the structure of our Economy are imminent based on the following Policy Statements/Decisions by President David Granger, Minister of Natural Resources, Raphael Trotman and Finance Minister Winston Jordan:1. President Granger made the following points very cogently in his Inaugural Speech at the Providence National Stadium:· “We must make more products from our Timbers”· “Everyone needs not the greed of a few”· “Fight poverty through wealth and job creation”· “Poor hinterland infrastructure – key impediment to development”2. The new Board of Directors of the Guyana Forestry Commission appointed by Minister Trotman appears committed to changes in policies relating to the “free for all export of logs” to Asia, to the detriment of thousands of youths,Nike Air Max Australia Sale, along our entire coastland and Hinterland areas,Fc Barcelona Tienda Espa?a, who could be gainfully employed.3. The Finance Minister has summed it up very succinctly in his speech (November 2015) to the GMSA dinner audience:I. Those in the manufacturing sector must use technology and innovation to become globally competitive.II. Manufacturing in Guyana must become a key driver of rapid economic growth and the associated creation of employment, both directly and indirectly.III. Minister Jordan said that a recent Caribbean Development Bank study estimates that youth unemployment is at 40%.IV. “… Our President is keenly interested in tackling youth unemployment and one way of doing so is to encourage entrepreneurship among our youths.”(i – IV reported in Kaieteur News – November 21, 2015)Guyanese are therefore urged to use wood to the maximum in their homes and offices, since as a country we are well within the annual macro maximum allowable cut consistent with our agreement with Norway – LCDS (Low Carbon Development Strategy). What is needed,Cheap Liverpool Shirts, as a matter of great urgency is for the firms that are engaged in the wood sector to be innovative and use the best technology available to optimize yield in the sawing of wood and to produce a product that can last for a century, if the wood is kiln-dried and appropriate wood-processing technology is employed. Those who have been engaged in the sector for the past 25-60 years could rightfully ask the rhetorical question – “But where is the Policy Support for re-tooling, which is inextricably linked to suitable financing intermediation?” My answer would be: – we have confidence in the pronouncement of H.E. The President, Ministers Jordan and Trotman, the Presidential Advisor on Youth Empowerment, Mr. Aubrey Norton, and the Cabinet to make it happen, as the future of Guyana in the immediate short term (5-10 years) depends on a drastic change in the structure of the economy, – away from mercantilism and primary production to adding value to one of its most important sustainable resources – timber.

  15. …..with oil on the horizon corruption will start seeping in again—Dr. Thomas SinghBy Jeanna Pearson Once corruption is present, Guyana’s development will be stagnant. So too will the hope of the existence of a manufacturing industry in the country, Economist Dr. Thomas Singh has said.Thomas SinghDr. Singh, who is a professor at the University of Guyana, stated that the reason for there being no viable manufacturing industry in Guyana, is the rampant, barefaced corruption.Corruption is defined as the abuse or misuse of public power for private gain. It is in corruption that the public’s interest is forfeited in favour of private gain.He stated that the skullduggery that occurred in the previous administration will continue to rear its ugly head in the present government since corruption does lie with a political party but with governments. “Governments are highly inefficient…people in governments are self-interested,Alejandro Villanueva Jersey,” he opined, indicating that according to the public choice theory in economics, Governments are deemed as the beast and not as the “good guy”.“When governments become dysfunctional it is usually the officials who are corrupt and corruption undermines development. So the problem is not that we are importing too much and corruption is in one political party…No, it’s the fact that we do not manufacture goods and corruption is in governments,” he said.He stated that with oil on the horizon, corruption will eventually start to kick in again, if it has not already begun. At present, Guyana is ranked among the most corrupt in the Transparency International’s (TI) latest Corruption Perceptions Index (CPI),David Robinson Jersey, with a ranking of 119 and a score of 29. A country’s score indicates the apparent level of public sector corruption on a scale of 0 (highly corrupt) to 100 (very clean).Meanwhile, Guyana’s economy grew by less than two percent per annum between 1960 and 2014, according to UN statistician Ramesh Gampat.Singh asserted that corruption—especially mass corruption—is like a disease that destroys the regulatory system of a country and its chances of working together to build its economy.Singh stated that mass corruption is the abuse of power that benefits a select at the expense of many, ending in extensive damage to the society. He said it also benefits those with strong political connections or those that are favoured.Once corruption has overtaken a society then that society, he explained, will begin to operate as if its chief concern is to acquire stuff illegally. Singh hails this as “rent seeking” behaviour. He said, too often this rent seeking phenomenon occurs in Guyana, where officialdom bypasses the regulatory system and earns rent through bribes. He said if people are rewarded for corrupt behavior then the system will fail.“If people are awarded for their productivity as opposed to their corrupt behaviour the economy will grow,” he said, adding that once there is corruption there would be a deficit of productivity. He said the problem does not rest solely on the shoulders of BaiShanLin but rather on the officials who did not uphold the system. He also mentioned that it was not only the BaiShanLin Company that raped the country’s natural resources but others, including local investors.According to a GRA report, during the period 2012 to 2015, the People’s Progressive Party/Civic government granted BaiShanLin monetary concessions on a range of machinery, equipment and construction materials, valuing some $7.5 billion (US$37.3 million). The report further indicated that GRA said that it was unable to provide information relating to the earlier years because of computer problems.“If those systems which were set up to ensure that our natural resources are not fritted away were upheld, then we wouldn’t have this problem. We would be manufacturing and our economy would be growing.“There is no reward for productivity. Productivity enhancement is key to economic performance so corruption undermines that entire and fundamental process because you can get rich now just because of your position,” he said passionately. He stated that Guyana should not be satisfied with its economic growth, and the fact that there is no viable manufacturing industry in the country since independence. He said the measure of a country’s development is linked to education,Aaron Lynch Jersey, human capital,World Soccer Shop, technological capacity and the quality of the country’s institutions. No trust = stagnant economySingh said that the degree of interpersonal trust in a society is crucial for the development of a country’s economy. However, he stated that no one wants to work together because it is not a level playing field, so businessmen would not want to invest in manufacturing products. He indicated that high cost of electricity, high tax rates, difficulty in accessing finance, high cost of transportation and crime are all impediments to the existence of a manufacturing industry—corruption being the key factor.“It undermines trust in the society. We no longer trust each other. Businessmen are left to think they have to offer a bribe to get something. The bank person is saying how big the bribe should be and the loan officer is asking, ‘Can I use this as an opportunity to extract a bribe?’“With considerations like that we don’t even bother to pursue the matter of investment and manufacturing. Transactions lock up,Anthony Chickillo Jersey,” he said, reiterating that widespread corruption is connected to why the country has so little manufacturing.“Our electricity tariff is higher than any other country in the Caribbean,” he argued. He said it is unfair that companies like BaiShanLin receive duty free concessions while local companies have to face the legal framework and in some cases do not receive any concession. “Take Massy, for example, it receives heavy concessions and it will squeeze the daylight out of the local supermarkets that do not get those concessions,” he lamented.“Other persons who want to come to Guyana and invest know that they can only do so if they get special privileges and concessions and they know the only way to get those privileges and concessions in a corrupt society is to begin bribing,Alvin Kamara Jersey,” he added.Singh posited that strong regulatory institutions and working together will eliminate the high instances of corruption in the country.Chairman of Transparency International, José Ugaz,Jae Crowder Jersey, had stated earlier this year that, “Corruption can be beaten if we work together. To stamp out the abuse of power, bribery and shed light on secret deals, citizens must together tell their governments they have had enough”

  21. “That is why he was elected President…to deal with the big questions of the day,Joel Ayayi Jersey, not to run away from them.”“There is going to be a quick evaporation of any credibility and credence to the President’s utterances when he remains silent on these big issues and flagrantly sidesteps them.” This is according to Chairman of the Alliance for Change (AFC),Benson Mayowa Jersey, Khemraj Ramjattan, who was at the time pointing to the silence of Head-of-State,Authentic Arizona Cardinals Jersey, Donald Ramotar, as it relates to an unaccounted $90M.The Ministry of Finance had advanced to the Home Affairs Ministry in excess of $90M for the feeding of police ranks that were inlyned during the 2011 Regional and General Elections. The money never made its way to the Force and Commanders were instructed by Commissioner of Police Henry Greene to solicit the public’s assistance in feeding the ranks.Ramjattan told this publication that like any accountable Chief Executive, President Ramotar must answer questions about how he will treat with such issues as well as the allegations against the Commissioner of Police when he tells Policemen that there will be zero tolerance to police criminality and corruption.“It surely is hypocrisy and inconsistency when he avoids and evades such questions, after making lofty pronouncements condemning corruption.”Ramjattan says that the Ramotar’s silence again is disturbing when as President, he says nothing about the $90M appropriated for feeding the Police during the Elections of 2011, when the evidence now unfolds that none of this money was so spent.“There will be embarrassing moments in every President’s life…but these must honestly be confronted and dealt with.
